Because that's how many we have right now.
Also having a smiley face and a sad face wouldn't be enough.
Hence why I said that I believe just using presets like twitter snapchat or android emojis would be so much easier, custom smilies don't really need to be a priority, but more so giving the comments a "new face" in a sense.
