Error 403 = Forbidden/No permission.
Error 404 = File not found/File non-existant
Goto site/forum/admin and see if the error is still there.
And also, check your .htaccess file.
/forum/admin/index.php takes me to admin CP works fine! :s
it's probably your shitty free-host.
It's happened to me before.
I couldn't edit css files because the host had filters or some shit on post data.
Weird i can edit other stuff like global.css... templates... Just not extra.css lol.
Find a new host and see if the issue continues. From what Hug said I'm assuming it's a hosting thing.
