Don't think it'd make much of a difference.. I saw a 2 month old account spamming their way to 15 posts to leech the other day... besides, the more of a hassle we make it to deter leechers, the more likely it is that we're throwing the baby out with the bathwater and losing potentially good members in the process.
We just need is to get ahold of a few precogs for a pre-crime/pre-leeching division like in Minority Report... easy peasy.
