Better than Apple, Android... not so sure, Android is probably in a tie with windows, heh.
One reason Apple and Android are better.
There's pretty much no customization on the windows phone.
Android has a lot of that, iPhones have that if jailbroken.
Windows isn't a competing phone on the market.

Apple may have a higher app store then Windows, but how many do people actually use? Most of the big apps are already ported to Windows.
