19% of bottleneck can be a problem?

I used bottleneck calculator because i want to upgrade my GPU to a 1660 super. is it going to be a problem for my old processor?

I've never heard of it described in this way... what processor do you have? It would allow for me to make a much better assumption than some automatic calculator doodad online.

i7 third gen i forgot to say that i can oc the processor

Honestly third gen I7 should be fine for quite some time especially if it's say a 3770K all you need is a good GPU and it'll probably serve you well for quite some time

I second Feegeas on this. An i7 3rd gen with oc capabilities will carry. I wouldn't trust a "bottleneck calculator".
