Why doesn't Arthur's doctor recommend a new doctor after their sessions end so he can keep getting his meds?

Maybe she didn't know any doctors that Arthur could afford - she did say that the state was cutting their budget, so that probably meant all the free mental health clinics across Gotham.

So probably doctor knows, that Arthur don't have money for a normal doctors
