Accepted Make quoting someone not bypass minimum characters

If this was to be implemented, I would like to see the min requirement as 20. Sometimes when you're responding to someone, you don't always have a long answer. If the min was 50, it could be a pain to type extra nonsense shit just to meet the requirement.
