Not really expensive for the amount of functionality it presents.

there is nothing that beats vcmod, freeman has spent so much time and effort on it, I own both vcmod els and vcmod they offer so much that you won't find in another alternative. your not only paying for the addon you also get amazing support and so many addons now have vcmod support that it is just unbeatable and irreplaceable.

Since nobody here wants to actually answer what you are asking, simfphys seems to be the only free "alternative" where the cars can take damage and have proper physics, as well as a fuel system and fuel pumps and repair tool. You will not get headlights or any of the fancy features that VCMod offers though. And I really haven't seen any car dealers for simfphys- shouldn't be too difficult to code.
If you can somehow come up with the money for it, VCMod will not disappoint. But I don't get why everyone here is completely disregarding your scenario and question.
Like come on people. He asked if there were alternatives to VCMod, not a VCMod pitch from the mod author himself and someone else.

Simphys and photon are alternatives to what you are asking, as noted above. Photon has abetter lighting system and such, but causes major lag
