There are two main ways people become fulltime members. They get refered from a friend, or a leecher converts.

Too much restrictions will cause traffic to decrease. It will cause less conversions to full time members. Less activity and less conversions.

You have to understand that this forum is also a business. Aoki needs to make money to pay to have servers running and whoever he is paying to help with stuff on the site. It's in the best interest of the forum to have a basic form of income (basically upgrades).

We have to be careful and logical with restrictions because they can have huge consequences if done wrong.

mh i dont think its a good idea.. i dont know but the timing isnt a good idea
