Best Grand Theft Auto game?

I love the story of GTA IV. But the content out side of the story isn't much. GTA SA feels balanced between the two but I enjoy the story of GTA IV more.. what do you think?

Grand Theft Auto: San Andreas. Grew up playing it alongside Vice City, that's why. Of course GTA V rocks too.
