In my opinion, looking for this kind of stuff on telegram generally is also a waste of time as it's almost all scammers, there's no reason for any "vendor" on telegram not to be a scammer, as they don't have to worry about their reputation or deal with escrow for products they have, etc. unlike as on DNMs where they rely on this kind of feedback and even have automated systems in place which will give refunds immediately/issue new numbers of people if you buy info and it's no longer valid. There are sites which have built-in checkers that can verify if the numbers still work and it maintains their catalog available...I would suggest you take the time doing some research into various DNM sites and you will find what you are looking for.

Yeah I have already asked this question to myself that if they can have all of that money why would they make it harder to sell it to a stranger and as you said risk a prison sentence. what is DNM? what if I wanted to learn all of these and do it for myself? Do you have any ebooks or sources that teach these for free? I used to crack vps and psn accounts but now I got rusty xD
I don't know where exactly to look for free cracking and carding or hacking tut anymore, I'd really appreciate it if you guide me through or even better suggest a bank log vendor.
