Add interesting content for your members. Poll what they would like to see in that forum and post that stuff there.

Some people go a little mad when creating a board, they make 20 x forums and only 4 will have topics in so visitors see an empty forum and don't bother joining.

Start simple, if you have a specific subject for example cars, it should be the car content that gets the members to join, any other forums like off topics and introductions should be more a bonus, in some cases only registered users can see the off topics / intros forums.
