You're saying 200% dedicated CPU usage and 50%, etc... Is this percentages of the "E5-2660"? as in you'll divide the cores up between virtual machines running the game servers?

Yes basically, if you get the 50% Dedicated CPU Usage, you'll get 50% of a E5-2660 Core.
