When translating addons into a language other than English, instead of the text ?????? What to do?

You should then change all printed english text to whatever language you want. For example I've taken french and found a github page using French as the language instead of english. - https://github.com/Zozo832/DarkRP-French-Translation . This is the same concept with whatever other language you'd want to use.
