Ranking legit pages these days takes a lot of time efforts (months). Ranking a phishing page is impractical. You'd be lucky if Google even indexed the page in their search engine.

Google is getting smarter and smarter day by day even if there are other aearch engines there. But getting a phishing page in top of google is not practical. It can't be done.

Is your site has seo plugins like yoast if it is trying to publish more content with good tags.

Old post but your best way to get ranked is traffic. Any Other method would most likely fail without traffic. Mta tags, good descriptions and good titles help a ton. Google search console is a huge key as well. But traffic i feel is most important.

Better write seo friendly content and make backlinks of the content. rankings will improve if the content is good.
