Advertise it, but don't go to other communities and do it. As this will result in you getting banned in the communities and Ive seen people receive threats. I say, Stream, Youtube, Facebook, Reddit, get the word out there.
Get people active, even if its not much. Do stuff in your server, and you'll see a increase in activity and user flow.
A honest answer would be advertising and staying true to what you advertise. I found out that a good way to get people on your servers is by hosting other servers and building your community. Eventually you tell them that you host other things and some might be interested and go and check it out. So basically yeah. Advertise yourself.
