Download ULX and Ulib from thiw site - https://ulyssesmod.net/downloads.php and just put it to your server in folder /garrysmod/addons/

You go into the workshop subscribe to ULX, then convert it to the GM Tool. You mix the finished folder in Addons and you're done, ULX is installed.
