Well a simple way in UE4 would be to use the Apex Destruction plugin and turn a cube into a destructible mesh. Then create a material, set base color to light blue and set the opacity really low for that bluish tinge. Plug the material into the destructible mesh and you got a basic ice asset. It even breaks into smaller pieces if you crush it! (yay)
