You do not need a RTX card by nvidia. You just need a RTX shader such as SEUS PTGI e12. Which is linked here: https://www.patreon.com/sonicether
It is entirely free of charge, but you do need a pretty good PC to be able to run it. I suggest a Geforce 1080+ and 16+ Gigabytes of RAM.

You need to have the right version of the game, such as Minecraft on Windows 10. And yeah, a GeForce 30 Series Graphic Card

Download minecraft, install it, and then click run. Wow, now you are playing on your RTX graphic card!

They gave windows 10 version away for free, it allows you to play in VR and RTX version if thats what they're calling it but you do want to play on the new graphics card or else your video card will overload and turn off your computer
