The ways that SOME people make money from ewhoring is completely a scam such as the meetups scam where they just don't meetup but the whole method of how people make money from ewhoring could that be looked at as scumy?

Assuming that you mean anyone posing as somebody else online in order to get you to give them your money in exchange for goods they may or may not provide...yeah, I think it kind of is. But the onus is on the buyer. I've been scammed, and though the first time kind of pissed me off, after that I sort of realized that paying for stuff like that was really not much different than making a wager at a casino. Maybe you'll score, maybe not. As long as you realize that and accept the risk, then it's hard to put all of the blame on whoever's trying to make your buck. But it's definitely dishonest, which qualifies it as scummy in my book.
