As soon as I want to withdraw some BTC from coinbase, it goes and does this. The last block was created over an hour ago, and i've been waiting since it was created.

Bitcoin is confirmed by the amount of blocks it has passed through, usually a block is created every 10-15 minutes, although in this case a block taken over an hour to create. I need 3 "confirmations" or blocks to be able to access my bitcoin for withdrawal.
