Im considering upgrading my sons basic android phone (it was free) to something a little better. Do you all have an opinion on what would be a good phone for a 10-11yo?

I also need one for my kid. I found some at play store but seems useless because my kid still can close that application. Really need something that can limit they playing time and monitor and block any unwanted content/video from internet.

Start by giving him a cheap Android phone. If you're worried about him staying on it, give him low data usage or plan. Once he can prove himself, upgrade his plan or get him a better phone.

My wife and I have been discussing this in-depth for our daughter and we've decided to go with Android for a couple of reasons. The biggest reasons we've decided to go with Android is rooting capability. We're going root the phone and install mSpy on her phone so we can keep an eye on her communications/usage and encourage/discourage habits.
