Also this resource doesn't work with default spigot. You have to use any kind of PaperSpigot with PotionEffectEvent support (eg. MineSpigot). We also offer our custom spigot you can download at Dependencies tab.

I didn't modify any files, It's the exact file you get when buying it from MC-Market - So yes it does work
