Looking for the code of a widget ~ I Cant find or duplicate it

If you go to http://www.motocms.com and start scrolling down, then their appears a blue phone-icon on the right and when you hover over it, it turns green and ripples faster. Any idea what the complete code to that widget is, to reproduce it?
Sofar I can only get the blue ripple part, but to make it hover and turn green ~ no dice
