allow thread op to bump their thread for credits
requirements for bumping:
divine: 4 credits /bump, 4 free bumps per day
supreme: 4 credits /bump, 2 free bumps per day
prime: 6 credits /bump, 1 free bumps per day
non upgraded: 8 credits /bump
all bumps can only be executed after a 12h threshold relative to the last bump
(maybe add a higher fee if the threshold is lower than 12h, 4h = +8 credits, 8h = +4 credits)
