I bought the windows 10 edition of Minecraft about 6 months ago. I then bought a new pc and I could not figure out how to re install Minecraft as the Microsoft store said I never bought it. I spent about an hour and I ended up finding a work around. When I did my research on this topic, I'm not the only person with this issue and it seems like there's no definitive answer even on the thread posted on Microsoft's support page. Now this isn't a free download, but it's a workaround for installing the game when the Microsoft store shits the bed. You have to already own the game rather that be on the Microsoft store or the Xbox store (my buddy said Xbox store worked but I'm not sure).

Step 1. Go to this link and download the file. This is the installer for Minecraft Windows 10.
Step 2. Open the file and it will ask you to install the game. Complete the installation, DO NOT LAUNCH ON INSTALL.
Step 3. Navigate to Minecraft Windows 10 on the Microsoft store and click the "update" button located near the top of the page.
Step 4. Once the update has completed launch the game.
Step 5. It will prompt you to sign into your Microsoft account (This is where the Xbox account might work). Sign into your account and your game should be good to go with no limitations at all.

The reason why the Xbox account might work is because my buddy bought the game on Xbox one a long time ago. He downloaded the above installer, followed the steps and then signed into his old Xbox account instead of his Microsoft account, he does not own the game on his Microsoft account (He has different accounts for his Xbox and pc). This worked perfectly fine and we play together frequently.

Hope this helps anyone with the same issue I had as it was super frustrating.
