I find that the ranking system that they use is waaay off.
If you're looking for some popular servers in your area, then use it as much as you like, although only really pay attention to the number of players online.
Usually, the more players a server has online more often, the better the player experience is going to be.

It is truly up to you on what server you like... Just depends on what gamemode you like as well.

I think ICE is a very popular community, even though I have some disputes with them. I see them as being ranked #1.
