Otherwise there is wallpaper engine. they recently updated with a better background editor with animation.

You can use after effects and animate through each layer.

I use wallpaper engine, you can get it on steam, not sure if I'm allowed to post links on here.
(Let me know if you want a link though, it has a lot of wallpapers from steam workshop.)
