I bought a domain killowats(com) . So i wanted to ask should I create a tech website or viral blog ?

if the blog goes viral than i would suggest blog only

It depends on your liking, personally If you cant find a team who can help you for the forum I suggest blog would be a great choice.

Depends on the resources you have available to you, I'd go for a blog since it's more personal
