No block management tool.

I recently upgraded my forum from IPS3 to IPS4 (4.1.19) and I don't seem to havethe "Block Management" arrow in the top left on the front-end page.
I was looking on tutorials on how to get a sidebar but nothing helped and then I saw that there is this block management tool that had exactly what I needed and I can't access it, does anyone know what could be the problem?

EDIT: I realised I didn't check the "can manage sidebar?" option, you can close topic :D
