I personally think sova is much better for many reasons. His ?walk hack and ult are just so good.

I think the sova is more controlling, a character that if you know how to use it, can do damage in any round, but it's a more difficult to use than the phoenix that despite the recent buff, I still don't think it's a character for the meta

Sova brings so much, the intel his utility gives is very useful while attacking or defending. Phoenix is good but i feel like theres better duelists for most maps, e.g. jett, reyna.
