Should I buy COD Black Ops 4 with my PC specs

That system should be able to run the game. Not at the best settings but at the lowest 100%!

I think you can play even on ultra settings but if not, with high you will have 60FPS

that specs is enough to run cod that game is the best

It will be fine. your computer is very strong and can handle things like BO4.
