Steam/CSGO problem we dont know the problem

Hello guys, Imy friend has a problem with csgo. When he tries to run the game it says sync and nothing happens. The game doesnt lunch AT ALL.

We have tried:

• File verification
  
• Tried off an alt account
  
• We tried reinstalling Directx
  
• Deleted the csgo.exe file
  
• Reinstalled steam
  
• Reinstalled CSGO
  
• Turned off steam cloud synchronization
  
• Turned on Direct play
  
• Tried with compatibility and running as admin
  

He has Windows 10 Pro N mediafuture pack has been installed as well. Any suggestions? We would appreciate it a lot!
