VB.NET Hollow Listbox

I'm trying to make mylistbox in vb.net hollow similar tohttp://prntscr.com/jsrnk9

That looks like its a border, try setting the background to the dark color and add a border around it

It's kinda working, how do I add color and width to the border?

I personally don't use WinForms or VB.NET so I can't really help you with that but I bet you can find that pretty easily on google.
