Like, of all time? A lot of options, but for my money, the films of Wes Anderson do the most with the medium of film, and feel like films. Lots of films try to avoid this, but I think it is incredibly charming when a film does it.

Saving Private Ryan. Everyone knows this one of course. It really captures the gritty and harsh reality of WWII very well. I watch it 1-2 times per year.

The Cabinet of Dr. Caligari. The two main elements -- story and setting -- are completely attuned in mood.
