What turns DarkRP into MemeRP?

MemeRP is funny, stupid and not even close to actual roleplay. What sort of stuff turns DarkRP into MemeRP?

when its owned by a 12 year old "developer" that edits the darkrp corefiles and adds "custom" addons and then they get there 10 year old friends to become staff when they dont even know what rdm means.

When the owner is literally is poor af but rich enough to host and doesn't want to pay plugins so they used leaked Plugins and not realizing that a backdoor has been attached to the "Free Plugins". So A Hacker pops in and give everyone Tons of money.
