Content management systems and forum software are better suited for discussion in the lounge rather than a webmaster forum? I don't see your logic.
OP - I would say it comes down to familiarity. If you go with vBulletin I believe you're going to pay for it, as to whether it is more or less secure it is probably more secure than MyBB but MyBB for me is the most user friendly forum software out there. I originally started off with PhpBB a long time ago and I hated it. IPBulletin is also somewhat decent from my experience, but along with vBulletin, it isn't as easy to customize from an admin standpoint.

More secure in what way? vBulletin takes a few things into consideration that the MyBB developers do not. The first thing I ever noticed as a difference when I first encountered vBulletin was that it MD5 hashes the POST data whereas MyBB doesn't do anything with it. It gets sent in plaintext, which is not good to begin with unless you are using a secured connection.
There is no such a thing as Best. Best is a hollow phrase which needs reference to get meaning.
Something can only be the Best in relation to a particular use.
But imo you have started wrong. More succesful way would be:
First you come with a plan. Set focus what you want to achieve exactly. Very important! Its all what matters.
Then you are going to compare what tools, scripts, software, website, cms, forum (whatever), suits your demands.
Look to the features you need and if all you want can be done with chosen package. Also what is included in a package or if you maybe need to buy seperate things. Calculate the total costs instead of focusing on one package . And there is the another pretty important factor > Budget. (Legal or not)
Only when you have worked all this out then and only then, you finally have enough information what the demands are for proper hosting for you.
