just buy an Argentinan account and buy its the cheapest way i think

I think the most safe buy in Steam. I never believed in other sites.

you can buy it just on steam, its mostly under 10 dollar

G2A and Kinguin have it for slightly more. I don't believe G2A taxes so maybe if you get it through G2A without the tax it will be slightly cheaper than if you were to purchase it on Steam.

You might be able to find it on Scrap.tf, I vaguely remember buying it for a friend through scrap.tf.
