Which country has the best policies for its people?

I live in a third world country and I've heard a lot of praise about the United States but recently I've got to know the injustice many people face so I got to wondering which country in your opinion favours the people of any race, caste and creed.

I think New Zealand. Their prime Minister is just the best and actually cares for her people.
