Because like every other forum, leeching isn't a thing people want. If something is posted why should someone with 0 posts be able to see it?

I still dont understand why 15 post. It will just result in spam so people have fast 15 posts.

The 15 post requirement is used to make sure you're not a leecher, and that you'll hopefully contribute.

Like 15 posts is a massive amount, and it's to avoid exactly what you're wanting to do, leech

To prevent people to just come here and take what they need. You also get inbound in the community.
