As I see you said you want free video editing program so I assume you don't need it for some big project, but rather use it on simple video editing. For free best I can recommend you is Shotcut and as reply to people saying premiere pro is best, it's not actually true. Myself being privileged to be in good contact with that industry vast majority (which also got experience with other programs) that Avid Media composer is much better software but require more experience to operate.
