When i started off freelancing i started off local with friends who wanted to make moves and honestly that could be your biggest strength cause you grow with each other and it ends up being a super nice relationship as you grow.

It depends a lot. I say start an agency. If you have the level for it, just give em a call ask for a coffee. Or else giver for practising and making some money

Portfolio is the key,

as long as u have things to show to your potential clients and make them realise that you are the one who they need, you are good to go. Work on your personal projects first
