For what? If for playing I don't think so, maximum you can play games with <2015 year of release with build under 500$.

If it is based on a budget I usually try to compare the listings on this page here https://www.logicalincrements.com/ some things might need some tweaking, but otherwise I think for starters it is a good recommendation. Otherwise as the others said it is a matter of what you want to do with it. If it is mainly working for Office stuff you don't need a high end GPU, etc.

Check out ToastyBros on Youtube. They have some low cost builds and explain the pros and cons of each one. I actually have a few wishlists saved on amazon of their builds and the prices seem to be mostly stabled for their picks.
