Make sure it's good. Market to people. Offer vip at discounted rates. Get great staff. Don't be the prick owner that bans anyone who calls him a faggot.

Make it great, make it last long, post on forums so people hear about it., make it unique and not some paid addon filled darkrp server.

O o f thats a hard question, theres many ways to do it, 1 way is to make sure you have your freinds on the server and get as much as u you can, and hopefully randoms will paly on it

Be original, you need do have your faithful players.

1. get gud gmod addons 2. use server hosting or get many friends

FastDL, no music on loading screens (not everyone likes the same song!), don't have stupid or overwhelming rules, have active administrators, get a small group to play everyday, you could also get some of your friends on, and lastly, time.. Yes, don't expect your server to be popular within a month, always assume it's going to take a long time, be patient, and your server may get popular one day. That also means if you're renting a server that you make sure you have the money to host for a very long time.

Guidelines on building up a fanbase.

A developer that is familar with lua and external coding languages for loading screens, websites etc.
Stable staff to where they are mature but can be fun sometimes and know what you're picking, because if your staff team is abusive they won't play on your server because they know no one will deal with their problem because of the terrible staff team.
You need a contrast from other servers. You need something that will stand our server out, to where people can describe extraordinary about your server to why they should play it and it's different from others.
Since you are starting up a server try to have less addons as possible, people do not want to join a dead server with 56 addons.
Last but not least, PLEASE NO LUA ERRORS. Lua errors tend to lag people with bottle necking or low-end pcs. Lua errors tend to also making your server look unprofessional and you have no clue what you're doing.

EDIT: DO NOT ADVERTISE YOUR GMOD SERVER ON OTHER GMOD SERVERS OR ANYWHERE THAT IS NOT ADVERTISE FRIENDLY, YOU WILL GET DDOS'D, HACKED ETC.

Fast load time and make sure to advertise your gmod server
