how to make this style/effect or you think it's an illustration 100%??

Most likely they made the contrast way too high, then blurred it a bit for better gradient map results, and used harsh metallic gradient map.
Some details are most likely edited manually though, like the nails, since those fine lines would be lost in gradient maps.
