Yes, you need access to SS7 but all mobile phones can be tracked.
EDIT: If you root the phone you can control all access even when you think its turned off
EDIT2: There are things called IMSI catchers that more closely match your original post but they are only useful for tracking a users location not what ison the phone itself but thought I should mention it since its still working on the newer protocols check the RFC's if you don't believe me

There is no way of tracking a phone when it's off. If your phone was lost or stolen, the only thing you can do is notify people around the area and authorities if you find it needed. From there you need to hope that the people who stole it or found it will connect it to WiFi or just turn it on so that it can connect to the network again.

thanks...hopefully sooner rather than later someone will come up with a workable solution
