I dont get why valve dont just make a better anti cheat becuase there is way to many hackers on csgo now

It's not that easy to create better anticheat because that would require VAC to access all parts of the computer which they can't do hence it's a privacy thing.
All users would have to accept that VAC gets access to all parts of the computer (to scan it) and even then there will be cheats
Best examples are services like ESEA or the faceit client, they scan your PC for cheats and even there's cheaters and cheats.
Also, Valve makes a ton of money from cheaters getting banned and buying new accounts, so they maybe don't really want to change much.
