The water, speaking from a chemical standpoint, is a H2O molecule and that is it only. There is no a direct correlation to water and another civilization signs.

Also chances are greater that, there IS a civilization out there that we CANNOT REGISTER due to our perception of a civilization, then actually a civilization in the terms that we recognize.
