Would also like to add that theyre often used for PvP because they can make swords shorter, fire not take up your whole screen, inventory menu transparent, etc. For bedwars specifically, most will add a grid to wool blocks and replace the standard breaking animation with a progress bar. Personally I love Wisps Lovely Jubbly because it just has those features without changing the rest of the games textures.

They are 2 different things

Texture packs change the textures of stuff like blocks and items.
Shader packs add, you guessed it, SHADERS, usually make shit look nicer by adding nice ray tracing effects, etc.
