Question about Algerian car license plates

As many of you know, an Algerian license plate has three parts: some sort of serial 5-6 digit segment, 3-digit segment that dictates vehicle type (first digit) and year of manufacture (remaining two digits?), and finally a 2-digit province code. However, on very rare occasions I've seen license plates that have a year code of "22", given that obviously the cars don't date back to 1922 (2022 isn't here yet and the plates I've seen were on cars that obviously belong to the 90s etc) I'm curious as to what exactly it actually means? There's no information on this online to the point where I couldn't even find an example plate to show you, but yeah what's the deal? and is there a plan to change the license plate system as this odd case could cause confusion next year?
